What is an ICO file?

ICO is an image format used for icons in Windows applications and websites.
So the system can choose. An ICO is a small archive of the same artwork rendered at 16, 32, 48 and 256 pixels, and the operating system picks whichever matches where it is being drawn — taskbar, file list, desktop, browser tab. Converting to an ordinary image format extracts one of those renditions; converting into this format builds the set from a single high-resolution source. A single ICO holds several renderings of the same icon at different sizes — 16x16 through 256x256 — so the OS can pick the sharpest one.
No pixel data. ICO stores the image exactly rather than approximating it, so a conversion between two lossless formats is reversible and can be repeated indefinitely without degradation. What can be lost is everything around the pixels — colour profiles, transparency, animation, embedded metadata — because support for those varies far more between formats than the pixel storage does.
Because it was designed for exactly that job: small files, fast start, no plugin and no licence to worry about. That makes it excellent at delivery and unremarkable at everything else — editing tools, phone galleries and older devices frequently ignore it. Converting to a general-purpose format is what makes downloaded content usable off the web. ICO lets one file serve a taskbar, a file listing, a desktop shortcut and a browser tab without any of them looking resampled.
At the root /favicon.ico path, yes — browsers still request that file by name whether or not the page declares anything, and the oldest ones accept nothing else there. Because colour comes from an indexed palette rather than being free. Renaming produces a file whose name promises something its contents do not deliver, and whatever opens it either refuses the file or misreads it. The one narrow exception is two formats that are genuinely the same container under different names — and even then a proper rewrap is safer than a rename.
